Entre as irregularidades mais comuns est\u00e3o o passivo de vegeta\u00e7\u00e3o \u2013 \u00e1rea que foi desmatada ilegalmente e que precisa ser recomposta ou compensada \u2013 em \u00e1reas de <strong>Preserva\u00e7\u00e3o Permanente (APP)<\/strong> and <strong>Reserva Legal (RL)<\/strong>. A conserva\u00e7\u00e3o e recomposi\u00e7\u00e3o da vegeta\u00e7\u00e3o nativa em \u00e1reas privadas \u00e9 regulamentada pela <span style=\"text-decoration: underline;\"><strong><a href=\"http:\/\/www.planalto.gov.br\/ccivil_03\/_ato2011-2014\/2012\/lei\/l12651.htm\" target=\"_blank\" rel=\"noopener\">Lei de Prote\u00e7\u00e3o da Vegeta\u00e7\u00e3o Nativa<\/a><\/strong><\/span> &#8211; LPVN &#8211; <\/span><span style=\"font-weight: 400;\">(Lei n\u00ba 12.651, de 25 de maio de 2012), conhecida como <strong>C\u00f3digo Florestal Brasileiro<\/strong> \u2013 que completa 10 anos neste ano. Segundo a LPVN, as APPs foram criadas para proteger \u00e1reas sens\u00edveis como vegeta\u00e7\u00e3o no entorno de recursos h\u00eddricos, \u00e1reas declivosas (&gt; 45\u00b0) e manguezais, onde apenas atividades de baixo impacto, como ecoturismo, s\u00e3o permitidas. J\u00e1 a RL tem o papel de promover o uso sustent\u00e1vel dos recursos naturais, onde atividades econ\u00f4micas como o corte seletivo de madeira s\u00e3o permitidas, mas n\u00e3o o corte raso.\u00a0<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-51fa822e elementor-widget elementor-widget-spacer\" data-id=\"51fa822e\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"spacer.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<div class=\"elementor-spacer\">\n\t\t\t<div class=\"elementor-spacer-inner\"><\/div>\n\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-c708f4 elementor-widget elementor-widget-text-editor\" data-id=\"c708f4\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">O grande problema \u00e9 que, mesmo que o Brasil possua uma das mais completas (e complexas) legisla\u00e7\u00f5es ambientais do mundo, o pa\u00eds n\u00e3o consegue avan\u00e7ar na implementa\u00e7\u00e3o destas leis em duas frentes principais: frear o desmatamento e promover a recomposi\u00e7\u00e3o da vegeta\u00e7\u00e3o nativa em larga escala. Para se ter uma ideia do tamanho deste problema, ainda em 2016 e 2019 publicamos as primeiras estimativas de passivo e excedente de floresta em <span style=\"text-decoration: underline;\"><strong><a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0264837715300843\" target=\"_blank\" rel=\"noopener\">RL<\/a><\/strong><\/span> and <strong><span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0264837718305015\" target=\"_blank\" rel=\"noopener\">APP<\/a><\/span> <\/strong><\/span><span style=\"font-weight: 400;\">em escala estadual, no Par\u00e1, utilizando limites reais de propriedades rurais. Os estudos mostraram que quase 11% (ou 23 mil km\u00b2<\/span><span style=\"font-weight: 400;\">) da RL apresentava passivo de vegeta\u00e7\u00e3o. Observa\u00e7\u00e3o: mais da metade do Par\u00e1 \u00e9 protegido por lei.<\/span><\/p><blockquote><p><strong><span style=\"color: #003300;\"> Mostramos tamb\u00e9m que 7% (10 mil km\u00b2) das APPs mapeadas precisam ser recuperadas e 44% (em torno de 56 mil km\u00b2)\u00a0foram desmatadas ilegalmente, mas n\u00e3o precisam de recomposi\u00e7\u00e3o (as famosas \u00e1reas consolidadas), devido \u00e0s mudan\u00e7as na \u00faltima revis\u00e3o da LPVN h\u00e1 dez anos. Isso significa uma \u00e1rea do tamanho de um pa\u00eds como Porto Rico, desmatada ilegalmente em APPs e RL!<\/span><\/strong><\/p><\/blockquote><p><span style=\"font-weight: 400;\">Continuando a contagem, eu e meus colegas do Instituto Tecnol\u00f3gico Vale (<span style=\"text-decoration: underline;\"><strong><a href=\"https:\/\/www.itv.org\/\" target=\"_blank\" rel=\"noopener\">ITV<\/a><\/strong><\/span>) <a href=\"https:\/\/www.mdpi.com\/1999-4907\/10\/5\/439\" target=\"_blank\" rel=\"noopener\"><span style=\"text-decoration: underline;\"><strong>publicamos em 2019 a mesma an\u00e1lise<\/strong><\/span><\/a>, s\u00f3 s\u00f3 que em escala refinada, para a bacia hidrogr\u00e1fica do rio Itacai\u00fanas. Localizada ao sudeste do Par\u00e1, a bacia possui uma \u00e1rea de aproximadamente 41.300 km\u00b2 \u2013 equivalente ao tamanho da Su\u00ed\u00e7a. \u00c9 uma regi\u00e3o intrigante, no arco do desmatamento, que j\u00e1 perdeu 50% de suas florestas, principalmente para forma\u00e7\u00e3o de pasto. A bacia \u00e9 de alta import\u00e2ncia econ\u00f4mica para a minera\u00e7\u00e3o e possui 30% de seu territ\u00f3rio em \u00e1reas protegidas p\u00fablicas. Neste trabalho, mostramos um cen\u00e1rio ainda pior, em termos proporcionais, com um passivo total (APP+RL) de 5.700 km\u00b2, sendo que 58% disso deve ser recuperado e 42% poderia ser compensado via \u201caluguel\u201d de floresta em outra propriedade do mesmo bioma (\u00e9 o mecanismo de compensa\u00e7\u00e3o de RL). Fonte: S\u00e2mia Nunes.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-5a0ef91 elementor-widget elementor-widget-spacer\" data-id=\"5a0ef91\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"spacer.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<div class=\"elementor-spacer\">\n\t\t\t<div class=\"elementor-spacer-inner\"><\/div>\n\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-7aee2d70 elementor-widget elementor-widget-text-editor\" data-id=\"7aee2d70\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<blockquote><p><span style=\"color: #003300;\"><b>Mas, para aumentar a escala da recomposi\u00e7\u00e3o de florestas na Amaz\u00f4nia \u00e9 necess\u00e1rio mais do que um mapa<\/b><\/span><span style=\"font-weight: 400;\"><span style=\"color: #003300;\">.<\/span> <\/span><\/p><\/blockquote><p><span style=\"font-weight: 400;\">Por isso, os(as) pesquisadores(as) do ITV trabalharam em publica\u00e7\u00f5es que discutem <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S037811271932537X\" target=\"_blank\" rel=\"noopener\"><span style=\"text-decoration: underline;\"><strong>oportunidades, desafios<\/strong><\/span><\/a> and <span style=\"text-decoration: underline;\"><strong><a href=\"https:\/\/www.frontiersin.org\/articles\/10.3389\/fevo.2020.593557\/full\" target=\"_blank\" rel=\"noopener\">barreiras estruturais<\/a><\/strong><\/span> para <\/span><span style=\"font-weight: 400;\">a recomposi\u00e7\u00e3o em larga escala, como: estimular arranjos produtivos com retorno econ\u00f4mico, promover a condu\u00e7\u00e3o da regenera\u00e7\u00e3o natural quando poss\u00edvel para reduzir os custos, implementar incentivos efetivos (por exemplo, com o pagamentos por servi\u00e7os ambientais, e regulamenta\u00e7\u00e3o do mercado de carbono), conectar demanda e oferta para estabelecimento da cadeia de valor e escoamento de produ\u00e7\u00e3o, desenvolver comunidades locais para aumentar disponibilidade de sementes e mudas e de m\u00e3o de obra para implanta\u00e7\u00e3o, investir em pesquisa e desenvolvimento de esp\u00e9cies nativas para maior efici\u00eancia (por exemplo, atrav\u00e9s de nutri\u00e7\u00e3o de plantas, manejo de solos e melhoramento gen\u00e9tico), sele\u00e7\u00e3o adequada de esp\u00e9cies com adapta\u00e7\u00f5es espec\u00edficas, selecionar \u00e1reas de baixa aptid\u00e3o agr\u00edcola para recomposi\u00e7\u00e3o, e buscar parcerias entre empresas, governo e comunidade para implementar projetos de recomposi\u00e7\u00e3o.<\/span><\/p><p><span style=\"font-weight: 400;\">Finalizo esta discuss\u00e3o afirmando que precisamos virar a p\u00e1gina (ir al\u00e9m) dos diagn\u00f3sticos e monitoramentos da floresta. Isso \u00e9 um desafio resolvido e j\u00e1 existem muitos trabalhos e sistemas (<span style=\"text-decoration: underline;\"><strong><a href=\"http:\/\/www.obt.inpe.br\/OBT\/assuntos\/programas\/amazonia\/prodes\" target=\"_blank\" rel=\"noopener\">p\u00fablicos<\/a><\/strong><\/span> and <span style=\"text-decoration: underline;\"><strong><a href=\"https:\/\/mapbiomas.org\/\" target=\"_blank\" rel=\"noopener\">independentes<\/a><\/strong><\/span>) <\/span><span style=\"font-weight: 400;\">confi\u00e1veis sobre onde est\u00e1 localizada a degrada\u00e7\u00e3o e qual \u00e9 o tamanho dos danos. <\/span><\/p><blockquote><p><span style=\"color: #003300;\"><strong>Ap\u00f3s exatamente dez anos da \u00faltima revis\u00e3o da LPVN, o pa\u00eds ainda n\u00e3o conseguiu colocar em pr\u00e1tica esta lei<\/strong><span style=\"font-weight: 400;\"><strong> e suas pol\u00edticas.<\/strong> <\/span><\/span><\/p><\/blockquote><p><span style=\"font-weight: 400;\">\u00c9 preciso implementar novos arranjos e mecanismos para que a cadeia de valor da recomposi\u00e7\u00e3o se estabele\u00e7a, desde a disponibilidade de sementes e mudas at\u00e9 a comercializa\u00e7\u00e3o e beneficiamento de produtos madeireiros e n\u00e3o-madeireiros.
